Captain (CPT) Howard R. Eliason was born on 23 July 1901 in Washington, D.C. He received his Bachelor of Arts degree from George Washington University. Eliason was commissioned a 2nd lieutenant on 26 September 1926 in the Military Intelligence Reserve, U.S. Army.
